Stumped by this axle. On one side, I have a bolt that screws into the axle. Using the flats on the axle, I could unscrew it...

But the other side is a hex locking screw of some sort. Couldn’t get it out... and I don’t want to strip it. Wondering if it is left handed (but why?) Why not a bolt similar to the other side? Welcome any thoughts...
